The Story so Far (for all our benefits):

There is a god damn hole in the center of the city. Survivors of the tactical nuclear weapon have been scarse, and the emergency crews have been greatly reduced by the devastation.

As a result, looting and crime are at an all-time high. And there are zombies.

Meanwhile, a Puppet Master is taking advantage of the chaos. Both as oversight over governmental paranormal research, and as The Voice, a criminal overlord with vast resources.

Superpowered terrorism is on the rise, and to counteract this, the secret government organization code-named MK-ULTRA led by Hank McCallister has begun deputizing superpowered respondants, heroes with the ability to fight back against the growing tide of darkness.

And in the shadows, a doppleganger prepares for his invasion.
